Abstract

The plaintiff now contends that it is the State's responsibility to respond to its first set of expert reports and that the plaintiff in tum may, in essence rebut the State's rebuttal reports. The State of Ohio asserts that the plaintiff must first submit its complete expert report as this civil action is governed by the Ohio Rules of Civil Procedure and specifically, Ohio Civil Rule 16 and Local Rule 21.1.
