Abstract
Where there is a development boom and a tight housing market, the leveraging of developer fees with federal, state, and local subsidized housing programs promises to produce badly needed below market housing. While linkage programs alone will not solve local housing problems, they will contribute positively to their resolution. The experience of Boston, San Francisco and Santa Monica shows that this can occur without deterring desirable downtown commercial development.
