Description
The Sheppard murder case is the catalyst behind the County Grand Jury seeking to create a "county-wide detective bureau". The jury foreman, B.R. Winston, pointed out that suburbs are making "increasing use of Cleveland's scientific investigation unit". The move would take from 5 to 10 years to accomplish.
