Abstract
The Cuyahoga River waterfront in Cleveland, Ohio known as The Flats is examined to determine the values embedded in past spatial practices and proposed land uses and shifting assumptions about desirable uses. The trial by space model can be used as a heuristic tool for assessing the implications of administrative plans and land use proposals in the context of a shrinking city.
